Phagian + anarch requirement?

Does Phagian's special ("Any vampire you control may play cards that require Necromancy at the basic level, with the cost increased by 1 blood") override any other reqirement? This currently only affects two cards: Friend of Mine and Gear Up. If the Necromancy card has some other/additional requirement, does Phagian's special also override that requirement? Not that I forsee myself suddenly being willing to pay two blood for the Necromancy version of Friend of Mine, but I thought I'd ask. cmb
