Clotho's gift Q [LSJ]

Hi, I'm curious on the timing of Clotho's Gift (and Nu's ability). They both read: "once during each of your minion phases, this vampire can burn 1 blood to untap." Can this be done at any time? And in particular in these two cases: 1. Nu calls a refrendum for Domain Challenge. Befrore the votes are tallied Nu decides to untap, saving his Methueslah a pool. Legal? 2. Nu is tapped with one blood. Rake invites Nu to a 5th tradition. Before the action has resolved, Nu untaps with his last blood, and is then filled up. Legal? - Henrik Isaksson
