Question regarding Imperial Degree (and sects)

Imperial Degree is an action that can be taken by a Justicar or Inner Circle member. Once in play, it allows all Camarilla vampires to attack Non-Camarilla vampires as a (D) action. I'm pretty sure the answer is somewhere out there, but does this include Sabbat vampires? Linguistically, they are non-Camarilla, but when this card was printed (and card text has not been changed since, afaik) there was no Sabbat in VTES yet. The independant kindred were called Non-Camarilla, and when Sabbat came out, their Kindred were denominated Sabbat. This leaves it open, whether Sabbat vampires are Non-Camarilla as well.
