Beckett's ability is independent of any "do not replace" clause.
Visit replaces any "do not replace" clause with a "remove a counter" effect
instead.

Once each political action, any older Toreador controlled by another
Methuselah can move 1 blood to Mustafa to force him to cast his votes as
that Toreador's controller chooses.
Note the "Once".
