Hidden Lurker (again) "Hey scalpel"

Just wanted to make sure that you saw this one, Jon. I posted a couple of days ago asking if Hidden Lurker (now an Action Modifier) were usable by a tapped vampire. This came up in our group's discussion of house rules, and we voted "no", but I wanted to get an official response since LSJ said the ruling was pending.
