So let's say an Archbishop gets a Writ of Acceptance. He then "gives up" his title until he becomes Sabbat again. But, while he is Camarilla, suppose he calls a Praxis Seizure, and becomes a Prince. Then he drops his Writ. Is he title-less as Sabbat, or does he get his Archbishop title back since he isn't a Prince? Will he gain his Prince title back if he changes back to Camarilla? Basically, does the "one title at a time" rule apply if the title is "inactive" at the time?

As soon as he becomes a Prince, he yields his old title. See (from Section 10 of the Rulebook): A vampire must belong to the appropriate sect to receive a title. If a vampire with a title changes clans or sects to a clan or sect inappropriate for his title, he loses the benefit of the title until his clan or sect changes appropriately.
