It is a tournament (DCI) rule.
But it exists to fix a shortcoming of the open environment.
If you do not use it, it should only be because you have
evaulated the "fix" and determined that the fix is unnecessry
in your group, or have adopted a set of house rules to
fix the problem in another way.

Hi there folks. Been following this group for months, but my cheeseball
server hasn't allowed me to post for some reason. I think that's all fixed
now.
I was wondering whether anyone had any good suggestions for a two player
deck which observes the 60 card deck limit. I've got most rare and uncommon
cards, so feel free to get creative with the oddball cards.
