[aus] Play when the acting vampire would gain 1 or more blood. The
acting vampire and this reacting anarch each gain 1 blood instead.
[dem] Gain 4 votes.
[for] Only usable when an ally is acting. The action fails and the
ally takes 1 damage. Tap this reacting anarch.

If I have two aus anarchs and another vampire hunts for 1, then when I
play two Final Loosenings, one for each anarch, doese the acting
vampire gain two blood, for two Final Loosenings, or only one?

text of FL implies this? I thought the same thing that Norm asked, s'why.

Vampire A gets 1 blood and Vampire B gets 1 blood.
Vampire C plays Final Loosening. (Instead of the 1 blood he would have
gained from Final Loosening) Vampire A gets 1 blood and Vampire C gets
1 blood.

Card text: "instead".
(1) VampA hunts.
(2) Action succeeds.
(3) VampA would gain 1 blood.
(4) AnarchB plays Final Loosening at [aus].
(5) So now VampA and AnarchB are each about to gain 1 blood "instead" of VampA
gaining 1 blood (3).
(6) Since VampA is about to gain 1 blood (5), AnarchC plays Final Loosening.
(7) Now VampA and AnarchC are each about to gain 1 blood "instead" of VampA
gaining 1 blood (5). And AnarchB is still about to gain 1 blood (5).
Restated:
(3) A gains 1
"A gains 1" is replaced by "A gains 1" and "B gains 1"
(5) A gains 1 ; B gains 1
Then THAT "A gains 1" is replaced by "A gains 1" and "C gains 1"
(7) A gains 1 ; C gains 1 ; B gains 1
Step (6) can't work on the blood gain in step (3), since that blood gain is no
longer occurring, since it was replaced by something else by step (5).
