Question on Madness Network

Hi, I would like to know if a Malkavian using the effect of the Madness Network during the turn of another Methuselah can play out-of-turn cards (like Röshtreck or Obedience if he enters combat, or Direct Intervention to cancel intercept, etc...) ? Or, if the action is not blocked, can another Vampire of the acting Methuselah play reaction cards (like Surprise Influence in a referendum). If yes, can the acting minion play action modifier (like Bewitching Oration in a referendum) or play himself reaction cards ? And last, can a tapped Malkavian can untap with a Second Tradition to make an action ? As you can see, the possibilities of this card are not clear for us, and this can represent some great combos... Only if the 2nd Tradition was prior to attempt to block an action and fail. In the NJL and in the VEKN (AIUI), to use the 2nd Tradition you _must_ be using it in conjuction with a legitimate attempt to block. The only difference in the card, to my knowledge, is that in NJL the vampire using it _must_ be tapped, whereas in VEKN the vampire _may_ be tapped. Malkavians (and minion vampires in general) cannot play Master cards at all. Only Methuselahs can play master cards, and they can play out-of-turn masters only "during another player's turn" [1.6.2.3] Obedience is not an out-of-turn card, it is a reaction card. Your minions cannot play reaction cards on an action taken by one of your minions.
