No, it's just like Alexandrea (rep from Clan Toreador on the Inner
Circle); the powerful Toreador can tap their less powerful sisters by way
of these. (Of course, combine it with a PS-Paris--+1 blood for a Toreador
who gets it--and go to town (sorry).)

It's only a Toreador hoser if you don't let it get stolen from you or you
don't have the Prince of Paris (who I assume is a Toreador). Not too
useful if your not playing against more Toreador and you don't have out
the Prince of Paris. Fairly useful for a Toreador intercept deck with the
Prince of Paris in your crypt (and maybe some praxis seizures in your
library).
The Louvre is meant to require Toreador to play, yes.
