The only difference between Sengir Dagger/Ivory Bow and Flame Thrower is
that the Sengir/Bow is Unique and not the Flame Thrower. Plus... The
Flame Thrower can burn a vampire with one strike! ;-)

The reason is that aggravated damage BURNS vampires when they can't heal it,
and that the 1st point of aggravated damage doesn't not require healing, only
going to torpor. Also, Ivory Bows and Sengir Daggers are rare, hence it would
only make sense if they were slightly more advantageous.

No. After the first strike, the vampire takes 2R Aggravated, and thus goes

give the garou a ghoul retainer- garou does 2 damage and the retainer does
the agg.

I don't see any problem with the cost of the flame thrower. Assuming
full damage is done, it either burns a vamp with no blood or removes 1
blood and costs sombody 2 blood and an action (most of the time) to get
him back out. So effectively, it does 3 blood worth of damage to 1 or 2
vamps and costs an action. Obviously the bow is better, but it's the bow
that's screwed up, not the flame thrower. 2 aggro damage is really nasty
and should NOT be cheap.
