Let's say you call a vote that puts a vampire back into a Methesulah's
inactive region and faced down. Say the vampire is an eight capacity
vampire with only two blood left on it. Does the methesulah have to
re-influence the vampire to bring it back to their active region or does
it automatically come back during their influence phase? What if the vamp
is at full capacity, does it come back to the active region during another
phase or only during their influence phase?

At the end of your influence phase, any of your uncontrolled vampires
that have enough blood on them (i.e., capacity or greater) become
controlled. How the blood got there is unimportant. In this example
(8 cap vampire with 2 blood), you'll have to get at least 6 blood on it
before it will come back. If it had gone in with 8 blood, it would have
come out at your next end-of-influence.
Remember that Discipline cards on the vampire will still count towards
its capacity if/when you try to influence it back out.

As will, I pressume, clan-friendly Praxis Seizures and/or Revelations
of the Sire. (Or will these not count since they are minion cards
and not master cards?)

Praxis Seizures are not "for the remainder of the game" effects, and the
PS cards are not actually put on the vampire (just left there as a reminder
by most players), so a Banished vampire loses its Seized title, and thus
any resulting capacity bonus.
Under the current rulings for Banishment et al., Revelation would be
uncontrolled while the vampire was out of play, so would not have its effect.
A little odd as far as Revelation itself is concerned, but that's just a
backstory objection, so I'll have to think about whether it's worth changing
the Banishment paradigm.
