No. It is neither successful nor failed. It is simply canceled.
(Not that this matters much - most cards that would care about
the failed status of the referendum couldn't be played after the
thing was canceled anyhow)
Note: the action is still successful (unblocked), which matters
for some cards (like inferior Freak Drive after a Telepathic Vote
Counting).
