LSJ: Canceled vote question

A political action is canceled via Telepatic Vote counting or with a Delaying Tactics. Is that vote considered "failed"? Thanks in advance Emiliano, Prince of Rome Sent via Deja.com http://www.deja.com/ Before you buy.

No. It is neither successful nor failed. It is simply canceled. "Resolve the referendum. If there are more votes for the referendum than against, the referendum passes and the effects of the successful referendum take place.
