I seem to recall Tom Wylie stating that "tapped vampires could play action modifer cards." I wanted to verify that (at least as far as DCI rules are concerned) this was a correct statement. My main question is about action modifiers played by a vampire other than the acting vampire. Can a tapped vampire play Cloak the Gathering to give another acting minion +1 stealth?

I feel a "Usable only by an untapped vampire" would be in order for this card. But you raise a good question, one I've never been sure of myself. Opinions...? Rulings...? Anyone...? If you go to the tread about Toreador Grand Ball you will find that although the effects include tapping the host vampire, the vampire need not be untapped to allow play of the card.
