This card (hidden lurker) is erratad to be an action modifier right?
Must it be played on an untapped vampire (it says 'this vampire is
tapped' on the card), or can it be used by vampires which are already
tapped?

It had been so errated after repeated explanations by myself.
However, the DT decided that it liked the mis-printed, broken
effect of having it as an action, and reversed the errata.
So now, while you may play only one of Fast Reaction (which
cannot be blocked), you may play as many Hidden Lurkers as
an action at zero stealth which can easily be blocked.
(Before Tom points out that you can play as many reactions as
you have untapped minions and erroneously states (again) that
this means you may play any number of Fast Reactions, I will
note that the card text on fast reaction precludes such
repetition.)
