[LSJ] Slow Withering and Actions.

Had this crop up on JOL. Slow Withering in play, and an action card is played at superior. The question came up of when does the Slow Withering cost get paid? At resolution, like a Govern the Unaligned would? Or As it's put down and replaced? It didn't impact the game in any way (the Speed of Thought in question was stealthed to success), but it did cause a point of issue. Another side question, are all the 'specialised' actions (Ally, Retainer, Equipment, Political) considered 'actions' for Louhi's special ability? Or does it just refer to singular Actions, like Bum's Rush, etc. Morgan Vening
