If their basic innate damage is not ranged then it is considered hand
damage. In some cases, the updated V:TES versions say this.

If it is non-ranged, yes. "Hand Damage" is damage from a hand strike.
And:
* Hand Strike: any non-ranged, non-weapon strike that deals damage based
on the striking minion's hand damage, or any minion's non-ranged

He does 2+1 = 3 damage (not hand damage, since the strike is not a
hand strike).
