Elder Michaelis's Hold

This card is the "Hold" that's a reaction, and deals with Action Modifiers. Two questions about it: 1) Can you choose any action modifier in the ash heap at all, even if no action modifiers have been played during this current action? 1a) Even if they are dual-type cards? (i.e. Swallowed by the Night) 2) Is Form of Mist considered an Action Modifier or isn't it, these days? There isnt a <*> symbol on it, and the new wording seems to indicate "not", but it will matter for this card.
