When played at for/cel, it is not a card that requires tha. When it's
in your library, it is a card that requires tha, as well as a card
that requires for, and a card that requires cel. So.... yes, no.

No. For the same reason that an anarch Al-Muntaquim can play Diversion
at fortitude, even though he can't play cards requiring celerity.
