If a vampire plays Bestial Vengeance, can xe then play Whistling Up
the Beast (or any other cards that include the "Frenzy" text)? Xe is
only "immune" to frenzy cards played by other vampires, right?

Yes.

No. Xe's immune to all frenzy cards.
Note that Whistling Up the Beast is a frenzy on the opposing vampire.
There are very few self-frenzy cards.

Thanks a lot. A follow up: if I play Whistling Up the Beast and
Drawing Out the Beast at the same time, is the opposing vampire
completely unable to maneuver or press? ...I can play two frenzy
cards on an opposing vampire, right? I couldn't find anything in the
rules about frenzy cards.

Even at superior? Whistiling Up the Beat at [ABO] seems to be a Frenzy
card that would give this vampire an optional maneuver, right?
Shouldn't xe not receive that optional maneuver, if immune to Frenzy
cards?
