Judging by the way Cryptic Mission is handled (esp. the superior) version,
you can use Mehemet's special ability to burn a blood on a vampire without
burning a skill card - based purely on card text (as the ruling on Cryptic
Mission relies on card text over card concept).
And, in any case, you could burn a skill card possesed by an empty vampire,
who would ignore the burn blood effect (as usual).

Yes, they can go negative. Negative bleeds are unsuccessful and burn no
pool from the target. (e.g. 1 -> reduce by 2 -> bonding => bleed for 0)

Yes. (Ofiicially, this is just a ruling, but it is actually errata to
the section of the rules regarding who can be the target of a bleed.)
