[LSJ] Black Annis + Conceal Weapon

If Black Annis make a equip action , she pays 1 blood. If she use conceal weapon , is it considered an equip action and does she pays 1 blood ? My guess if not because conceal/disguised weapon is a combat card and putting the weapon on the vamp isnt considered an equip action. Thanks , Mechadick
