Simple question that arose during a game today... Can you play bonding
(for +1 stealth and +1 bleed) on a non-bleed action (IE. Burning the
Grand Temple of Set)?

No. You cannot play a bleed increaser on a non-bleed action.
(i.e., you cannot increase your bleed unless you are bleeding).

No. Not ever. You cannot play a bleed modifier unless bleeding even if
it does give you something else to do as well.
