Yes.
Kiss of Ra can be played by an acting vampire in torpor. [LSJ 19970325]
Dimple does not block you, he attempts to block you.
You then play the Kiss of Ra, and the Kiss of Ra blocks the action.

Also, the Kiss of Ra blocks the action, Dimple does not,
so Dimple has no opportunity to commit diablerie.

No.
Skin of Night is a combat card, and as such can only be played
in combat. If Iliana had a Heart of Darkness card, she could
treat the damage as normal damage rather than aggravated,
but she still couldn't prevent the damage.

Combat cards can only be played in combat.
Or as about to leave combat (ie Psyche, Telepathic Tracking).
The only card that lets you prevent damage outside of combat
is Blood Tears of Kephran, but even it will not let you prevent
the damage from Rutor's Hand.
