When are the new rules Tournament legal?

Hi, I was reading the text with Marcu Vitel. It mentions that he will be legal for tournament play on August 3rd, but also note that he is group 3 and can't be used with group 1 vampires. Does this mean that this ruling will be effective in tournaments as of August 3rd as well. If so, what about the new NRA, Allies and Miscellaneous rules. Will they be effective then, or one month after the release of the new rulebook? May the night be yours. Bad enough that the NA championships will have the Marcus Vitel curveball thrown at them -- he is legal there, even with such limited access to him and with such a small amount of time to prepare for him. Only plus is that those crafty deckbuilders out there have only a few weeks to put together decks abusing him. [ quoted text not captured ]
