No.
Anneke allows you to block out of your normal order (after everyone else).
Eagle's Sight only allows you to block when the normal restrictions on
"who can block" would not.
And, as Marty notes below, Anneke's power is always on - she doesn't have to
wake to use it.

A: (to B, who gets first op): "Do you block?"
B: No.
A: (to each other Methuselah clockwise around the table, skipping B): "Do you block?"
X: No. (indicating no Eagle's Sight or similar use).
A: (to C, who was already asked once above): "Does Anneke block?"
C: No.
At this point, all blocks have been declined.
A is free to play the Juicy Action Modifier(tm).

No. Her block opportunity can be "drawn out" after the end of the usual
order. Once it passes, it is passed.

Your predator: "V plays Conditioning."
You: "Anneke blocks."
is OK.
But your predator can play smart, and examine the options:
Your predator: "V bleeds you for 1. Do you block?"
You: "No."
Your predator: "Any Eagle's Sight or similar (clockwise around)?"
(clockwise around): "No."
Your predator: "Does Anneke block?"
You: "No."
Your predator: "V plays Conditioning."
