All special abilities function from torpor unless card text specifically
requires "ready".

What about if Amelia is burned in combat? Does her special trigger then?
That is, is it triggered when she's in combat, and sets up an effect
that occurs after combat, or does it trigger after combat and resolves
after combat, and thus requires her to exist to have the effect?
My guess would be the latter. That is, if she's burned, the opposing
minion does not suffer her effect.
