[LSJ] Quick Political Question

If a Vampire has been voted both Camarilla Exemplary and Archon, does this mean that blockers must pay two blood to succesfully block this vampire? ie, are the effects cumulative? Also, would it be correct (if one were to be a rules lawyer) and say that first the blocker must pay one to ATTEMPT to block in the first place (due to CE) and then pay an additional blood if that block is succesful (due to Archon)? The situation I'm thinking of is when a blocker pays one blood when he announces the intention to block but not the second blood because the Camarilla Exemplary Archon uses steal to avoid being blocked. Both say "burn", not "pay". And, according to the WotC spoiler list, Archon has the same "attempting to block" template as CE. Is that not the case on the printed card (V:TES versions)? -- L. Interesting. Yup. Which leads me to another question: When is it determined that you 'failed to block'? I'm asking in the context of Forced Awakening. I know that your vamp has no blood and uses FA and fails to block, s/he burns no blood. Now, let's say that a vamp with 1 blood uses FA and Deflects? Does that vamp pay the blood for Deflection and since the block failed tries to burn a blood to FA and can't? Or does that vamp burn the blood to FA then pay for the Deflection but then can't because it has no blood? I suspect the former.
