Not if she's not Laibon. It doesn't require Laibon, just Ravnos, so she
can't pretend to be Laibon for the play/resolution of the card.

Only the cards that use Mata Hari's special see her as Laibon for
play/resolve (and not once in play). Everything else sees what she
really is. So Wamukota can't see Mata as a Laibon unless she's Laibon.
See also allies pretending to be vampires. Someone who got a bonus
against vampires wouldn't get it against an ally using a "pretend to be
a vampire for the play of this card" effect.
