i just started playing v:tes and i got an astrid thomas in a starter.on
astrid it says that all voting tremere must vote with astrid.after i read
the rule book i was under the impression that only methuselahs vote.
so my question is:do vampires, methuselahs, or both get votes.

The methuselah (controling player) decides how his vampires will
vote. The votes come from the vampires (or cards), though. As
oxymoronic as it may seem, a methuselah can have some of his vamps vote
yes, some vote no. >shrug<

I would say yes--since you always are supposed to be holding your maximum
unless a do-not-replace card overrides that.

The vampires vote but you control the way they vote......

Both. Vampires get votes from titles, reacton cards, and action modifier cards.
Methuselahs get votes from the vote cards.
