Kindred segregation, Couriers and War Ghouls

Kindred Segregation [Jyhad, V:TES] Cardtype: Political Action Political Card-Worth 1 Vote. Called by any vampire at +1 stealth. Successful <referendum> means that all allies are burned. Any Methuselah can keep an ally or allies he or she controls by repaying <their cost to recruit>. If someone calls a KS, must Tzimisce players who want to keep their War ghouls pay 3 pool and a retainer? i guess not, because the retainer isn't really part of the cost - s/he gets burnt when the War Ghoul enters play. There would be an argument for: 1) Not paying blood, and keep the ally 2) Not paying blood and, since you haven't, burn the ally 3) Paying blood from someone and keep the ally or 4) Don't pay blood from someone and burn the ally Eep. I lean towards either: 1) Since Methuselahs can't play blood costs, you keep the ally in this case or 3) Pay the blood from someone and keep the ally I would be disheartened were a ruling such as 2) to be given (which is supportable by card text, I think), since it dis-empowers the ally. I'd say that, for both these case (and all others), Kindred Segregation only requires that the pool cost be paid in order to keep the ally. In the case of War Ghoul, that's 3 pool. So, for allies, the full cost to recruit is paid when Kindred Segregation passes in order to keep the ally. [ quoted text not captured ]
