[VEKN] Non-Repeat Action rule clarification question

Should be, only at inferior does govern state Bleed at +2 etc. At superior it's Add three blood... etc. a non bleed action. So bleeding with force of will is ok, or freak driving and bleeding with another card, or without a card. (provided you haven't bleed already this turn.)
