Does this mean that an ally like Ghouled Street Thug may play more
than one in a round ?

No, as allies play the cards as though they were a vampire,
therefore Ghouled street Thug can only play one.

The cited ruling is for cards in play.

For restrictions on "play", however, which is done "as a vampire", then
the restriction would still hold.
So the Ghouled Street Thug could only play one IG each round.
