Does Rosa Martinez's special activate if you do not control a vampire
with the Regent master card but rather one of the vamprires with Regent
as the a title (Sha-Ennu or merged Melinda Galbraith)?

With the current wording I would say no, however I would advocate a
change in her cardtext to include the title instead of the card to
trigger her special.
"During your untap phase, if another ready vampire you control has the
title of Regent, Rosa gains 1 blood."

Current card text is "is a regent". Official card text online indicates
that that has not been changed, merely "clarified" in the light of the
old state of affairs. So, by current wording, yes.

CSV file is not updated with this current cardtext either. I added 3rd
edition to the V:EKN.NU database and Rosa Martinez cardtext is the same
as before.

Just to understand the matter myself...
Text on the card: "is a regent"
Text on the online cardlist: "<has the Regent card>"
I know that green text just denotes clarification, but still the text
on the original card does not appear in the online cardlist, which may
be a source of confusion.
...maybe we should just remove the clarification and have the list
revert to the original text on the card?

"Current card text" was clearly used above as being different than
"official online card text".
The explanation above is saying that the official card text is marked
as a clarification of printed card text. It also notes that printed
card text is "is a regent". And it notes that the clarification
clarified what "is a regent" meant under the old state of affairs.
Since a clarificartion doesn't alter card text, the result should be
clear, even under "current card text".
The online official card texts were updated as soon as possible -- this
morning, to be precise.

Heh I totally understand the differance, just pointed out that the CSV
file used old card text as well.
I don't know whether the CSV file and the online cardlist are 100% in
sync (meaning you might have updated the CSV file and the online
version was just lagging behind). It was just an observation in case
you didn't know.
Do you have a date/time for when a new CSV file can be downloaded from
the WW site? I take it there will be some updates to it.

They're up-to-date as of this morning. The online card lists and the
csv files at
http://www.white-wolf.com/vtes/downloads/vtescsv.zip are always in
synch.
