This happened over the weekend. I have 2 master phases. The 1st one I
played a Malkavian Dementia on a vamp. The 2nd action I played a
Malkavian Time Auction. The questin came up does the vampire that I
played MD on does he go back to original owner or does the time auction
cancel that since I don't control him anymore.

I believe that the Dementia card text about returning the vamp at the
proper time must be fulfilled, regardless of who controls the vamp at
the time. Thus, you could auction off the vamp, but its original
controller would get it back, regardless...\

Temporary change-of-control effects (such as Malkavian Dementia)
are ended when permanent change-of-control effects are applied to
the same target.
The winner of the Time Auction keeps the vampire.

I believe that Mind Rape is temporary and therefore would not be
affected by the above ruling.

Yeah, but if you mind-rape a vamp you can then sell it on via the Time
Auction or Succubus Club and then the change of control is PERMANENT.
This is EVIL, IMO. And if it's legal, i am off to build a deck round the
concept.

Mind Rape only give you control of the vampire from your Minion Phase til
the end of your turn.
But, if you find some way to give permanent control of the vampire to
another player during that time, he would stay with his new controller.

It's not legal, since Time Auction is only usable during your master phase
and Succubus Club is only useful during your untap phase - neither of which
overlap with the time period during which you control the Mind Raped vamp
(minion phase through discard phase).

That's easy.
Mind Rape a vampire with Fortitude (if your intended target doesn't have
it, give it a discipline card), use it to bleed with Day Op. Then play
Grave Robbing on it to retain permanent control. It's a combo I used a
couple years ago when I wanted to prove that Malkavians can't let
Setites have all the fun.

Exactly right. There is only one card that I'm aware of that can let you
take temporary (not permanent) control of a vampire during your master
phase: Malkavian Demenetia.
The best thing I can come up with is use Mind Rape, Temptation, etc.
that lets you take temporary control of a vampire and use it to play
Clan Impersonation to make it a Malkavian. You'll have to block any
attempt by the owner to use said vampire to remove the card (and they
will try after they see the combo work) so that it is still a Malkavian
during your Master Phase. Once that's done, you play Malkavian Dementia
and then use Succubus Club or tap The Parthenon and play Malkavian Time
Auction or Golconda.
