Does Isanwayen's special ability work on other players' turns? Meaning
can I get him a Homunculus and stack master phase actions for my next
turn?
If his ability only works on your own turn, then does it work only in
your master phase? Meaning can I use his ability in my untap phase and
untap him with e.g. a Homunculus and gain another additional master
phase action, or just untap him after using the ability?

Without a card to allow you to use your MPAs in other turns, I think you
could do this, but you couldn't use them. OOT master rule specfically says
you can only play one OOT master outside your turn, and this doesn't allow
you to play more OOT Masters.
So yes, you could get extra MPAs, you just couldn't use them. You can't
"store" master phase actions until your Master phase. Just like if Anson
dies before your master phase, you only have one Master Phase Action.
That said, I am almost always wrong, so let's wait for LSJ.

Correct.
MPA can only be used during your master phase, so can onbly be
meaningfully gained during your master phase.
(Similarly "Discard Phase Actions").

Rutor's Hand works only on your minion phase, Homonculus works only on
untap phase -so you cannot use Isanwayens special ability twice unless
you come up with a plan to untap her during your master phase. This
was the case all the time, you cannot store your MPA.
