I was talking to some people on the #vtes IRC channel who were of the
impression that extra cards could be handed out for use in limited
events as long as everyone received the same cards. Ideally, this
would mean that each player could be given a copy of a Fee Stake so
that cards requiring Barons could actually be played in Twilight
Rebellion draft. Is it legal to do this and still have the tournament
results count for ratings?

Per tournament rules section 7.2.4. Card Use - Limited Tournaments:
"Players may use only the actual cards they receive or draft at a
Limited tournament plus any additional cards specifically provided by
the tournament organizer."
The "additional cards specifically provided by the tournament
organizer" could include "everyone gets 2 Fee Stakes" as long as
they're the same Fee Stakes (you couldn't give one player NY and
Boston and the other Seattle and LA.)
At least as of 2005, this was explicitly allowed in fully sanctioned
tournaments (you can find old threads where LSJ talks about it being
okay for an organizer to give everyone a Blood Doll, Ascendance and
Forced in events where they might be forced to draft a banned card.)
I'd assume it's still fully sanctioned and counts for the ratings,
accordingly.
