No. VTES Rulebook 3.2.1:
Once you've played an out-of-turn master card, you can't play
another one until after your next turn.

Yes.

Good question. The only ruling that can reasonably be made is that
a Methuselah yields all of her contested cards when she is ousted,
therefore the "other card" (being yielded by the ousted player) comes
into play under the control of the player who played Political
Seizure.
