During the Bloodhunt referendum after a diablerie, can Powerbase Madrid be used to gain votes? I know of Ventrue Headquarters, but are there more similar effects that can be used during this referendum? Sten During

The card text states "...The 'base can be stolen with a successful referendum called at +1 stealth.", while similar cards, like Bureaucratic Overload (which may be burnt by referendum) state: "Calling the referendum is a +1 stealth political action." It is the lack of explicit text stating that it is a political action that bothers me. Then again, the first sentence of 6.3.1, in the rulebook, might imply that all referendum allowed by cards in play are political actions. * lehrbuch
