The two sects represented in VTES are "Camarilla" and "Sabbat". A vampire
can belong to no more than one sect at a time, so a vampire who is "Sabbat"
is not "Camarilla" (is non-Camarilla).
Additionally, some vampires belong to neither sect. They are "Independent".
They are marked as "Non-Camarilla", but they are as much "Non-Sabbat" as
they are "Non-Camarilla", so it is better to identify them as "Independent".
This is all covered in [10] of the revised rules.

"Camarilla" vampires are not "Non-Camarilla" by definition, yes.

Clan doesn't change just because the Sect does. He's still Tremere Antitribu.
However, if a vampire changes clans to a clan of a different sect, his
changes sects as well. [RTR 08-JUL-1996]

No. Inherent votes on Independent vampires are treated as titles. [6.3.4]
