1) Voter Captivation: Where the text says X is the number of votes by
which it passed, does it mean the total number of Yes votes, or the
number of Yes votes that exceeded the No votes? So for 5 Yes votes,
and 3 No votes... is X=5 or 2?
2) Starshell Grenade Launcher: It can be tapped to give an acting
minion -1 stealth. Does that mean I use it out of my turn, on another
players acting minion? I would guess so, why would I want to do it on
my own acting minion? If the former is true, then that means you can
tap cards when it is not your turn, or this is a unique exception?
3) Iron Glare: Can this be used even if I do not call the referendum
(it isn't my turn, in other words)? The wording does not say
specifically "acting minion" and my question number 2 above makes me
think cards can be used outside of your turn sometimes?

I don't think it is limited by whose turn it is.
Reasons for wanting to reduce your own stealth.
-You've bleed for a lot and added stealth. The bleed was then bounced
to someone you didn't bleed. Now you can reduce your stealth so that
you can get blocked, and presumably play nice with the other player,
which wasn't your initial target.
- While , you're performing an action at stealth with a ferocious
combat vampire, another player plays something like a Second
Tradition, or Black Sunrise that untaps them and forces them to block,
but you have more stealth then they have intercept, so they are using
the card play as a free untap. You could tap the bearer of the
Starshell Grenade Launcher to reduce the stealth on your action so
that the block is unexpectedly successful. Watch their expression
drop as you proceed to rip their wannabe-unsuccessful blocker a new
one. Oh JOY!
You get the idea.

It is an action modifier. Action modifiers are only usable on your
own actions.

You must tap your vampire when you block an action - this happens on
another methuselah's turn. Often card text also requires you to tap
your vampire to either generate an effect, as in the Starshell Grenade,
or as a consequence of playing the card, as in Telepathic Misdirection.
There may be rare cases when you may want to give your minion -1
stealth, but usually it is used on another methuselah's minion, either
so you can block, or perhaps your cross-table ally gets a chance to
block. So to answer your last question, yes, you can tap cards when it
is not your turn. And in many cases, you *must* tap when it is not your
turn (blocking, card text, etc).

Iron Glare is specifically an Action Modifier. As such, it can only be
used during your turn. Or even more specifically, during an action by a
minion controlled by you. Since it is an action modifier, there was not
need to put "acting minion", since that would be redundant.
However, yes, cards can be used outside your turn. Reaction cards (the
symbol looks like an arrow turning back) can only played on someone
else's turn - and require the minion playing it to be untapped.

X=2, in your example. X will be "# of Yes votes" minus "# of No
votes".

If you check again, it says the the MINION with this equipment can
tap...
You tap the minion with the starshell to help one of your other
minions block.

Iron Glare is an Action Modifier, and it's use is limited to
conditions that allow their play. Basically, only usable by an acting
minion unless card text allows otherwise. While the text does not say
"only usable by an acting vampire", it doesn't need to given the
default rule from the rulebook.

The number of votes it passed by is the positive difference in votes
"For" versus "Against". so, X=2.

There's no turn restriction on this effect. You might want to do it on
your own acting minion, for instance, if you're bleeding, you have
played a stealth card, and then your prey plays a deflection. You then
reduce your stealth so your grandprey (which you might not want to
bleed) can block you.
You can tap cards when it's not your turn, though you have to have an
effect which taps them. These effects are either cards played or in
play, successfully blocking, and taking actions. When you can do what
is restricted by the turn, but the tapping per se is not.
(ie. usually you wont be blocking on your own turn, nor acting in
other people's turns)

It is an action modifier, so it can only be played by the acting
minion. Usually you can only take actions during your turn.
Cards can be used outside your turn, but the cards most usually used
in this manner are reaction cards. Action modifiers require you to be
acting. Reactions require a minion you do not control to be acting.
The latter are usually used in another players' turn.

The amount a vote passes by is the positive difference between votes
"for" the referendem as compared to the votes "against".
So, in this case, X=2.

There is no restriction on tapping cards during or outside your turn.
There's just a few ways to tap your minions. Some of these are usually
only during your turn, some of those usually only during other
methuselah's turns.
You can use the starshell launcher during your turn or outside it. You
might want to use it on your own minion to reduce its stealth if
you're, say, bleeding, and then the target is changed by manner of the
card deflection to a target you do not want to successfully bleed. You
can then reduce your stealth to allow said person to block.
There's basically a few ways to tap your minions. First, playing or
using specific cards like starshell launcher that tap your minion.
These are sometimes limited by what kind of card these are (for
instance: a reaction you can only play when another minion is acting).
Secondly, taking actions taps your minions. This is usually only
possible during the minion phase of your own turn.
Third is successfully blocking. You can only block acting minions
controlled by other methuselahs, so usually this will be outside your
turn.

Iron glare is an action modifier, which means you can only use it with
an acting minion you control.
Reactions you can only use when a minion you do not control is acting.

You may use "tap to" cards when it is not your turn.

Action Modifiers (like Iron Glare) can only be played by acting
