Zelios to pay the cost for someone elses location as they play it?

Yes: the fact that you don't pay the cost of someone else's cards plays.

Ok, it might just be a language thing then. From reading the text
litterally it seemed like part of the meaning of the text was to
overwrite exactly that rule. Am I the only one seeing it like that?
Especially since similar abilities are normally referred to more
specifically in relation to things you play.

It is consistent now -- we no longer use the "you play" template because the
cost reducers / substituters can be used on the costs you pay even for cards
that aren't played in the normal fashion.
