Does damage that gets prevented count for cards like Pulled Fangs and the
Stake? Example : Vamp A does 1 damage and vamp B does 2 damage. Vamp A
prevents 2 damage, so Vamp A takes 0 damage and vamp B takes 1. I guess
the real question is whether damage that gets prevented is actually dealt.

Since Damage Prevention prevents damage, rather than, say, allowing the
user to ignore it, I'd say that PF only counts what gets through.

No, it doesn't count if it is prevented (or Dodged, whatever)

Pulled Fangs only tallies up the damage actually inflicted on the combatants.
Damage that was dodged, prevented, etc. is not considered.
