[LSJ] Rules Q: Timing of Prisci sub-referendum

Hello, we had quite some discussion about this point, so I would like to have the official word on it: Some players are under the impression that in a referendum, the prisci sub-referendum happens _before_ all other voting in the main referendum occurs. I could not find anything supporting this view in the rulebook, so my impression is that the prisci sub-referendum happens in parallel to the main referendum, allowing the prisci block to react to shifts in power during the voting process. [6.3.3] The Prisci Block "The prisci as a group have 3 votes. During a referendum..." So, parallel, yes, but with all the talking you usually have to do during a referendum, you probably are doing the Prisci stuff before the non-Prisci voting just as a convenience. Yours.
