Soak and Scrying Secrets

The Scying secrets card says useable against a meth. you've bled... A meth. bleeds me. I announce "I don't block. How much? For one?" He says yes, but he says he plays scyring secrets. I say "Well I'm soaking it. Banner of Nuetrality.". He says, "Hey! That's not fair! Do I get to play my scying secrets or not? I want to look at your library!" I say "Your bleed didn't resolve, you jumped the gun on playing scying secrets"... Its confusing... Please help with this situation. ~SV

Timing windows for effects in this situation: 1) As announced 2) Stuff until the "I don't block" decision 3) Stuff after 2) but before the action resolution 4) Stuff played during action resolution SoS (and superior SM) are played in #4. BoN is played in #3.
