LSJ- Edge burning

Can you burn the edge for a vote at anytime? Even if it wasn't during a referendum? Specifically, if I control the edge and I am bleeding with Uracca, who gets +1 bleed when I control the edge, and Uracca gets deflected., then could I burn the edge to lower the amount of the bleed (i.e. to turn off her special)?
