Gloria Giovanni takes an action to recruit a Masquer. Mike then
immediately burns the Masquer to give Gloria +1 intercept.
If you read the card, it doesn't limit the intercept to the current
action or turn. So Mike argued that it was permanent. Since
Changeling Skin mask does state that you can only burn for the current
action, I didn't have any other precedent to say he couldn't. We
played it out and it didn't seem too horrific, although we did block
his Compels :-).
So intent of card aside, does the card need clarification or did Mike
play correctly?

I think it's implicit and assumed that you can only burn for intercept during
an action (and it only lasts for an action).
I'd argue that it's similar to Marciana Giovanni:
Marciana Giovanni, Investigator [FN]
Cardtype: Vampire
Clan: Giovanni
Capacity: 2
Discipline: dom
Independent: Bleed actions cost Marciana an additional blood. Tap Marciana and
choose a non-Sabbat vampire to allow that vampire to burn 1 blood to get +1
intercept <for the current action>.
(And I'm guessing that Masquer should be appended with the "for the current
action" part). In fact, Marciana was heavily abused in my pre-release. I
probably shouldn't have placed a Temptation on her, but my prey then pulled off
illegal things like tapping her during his master phase (so she would be tapped
and bloodless, meaning she's useless to my Temptation). And then argued that
when used during my turn, the intercept lasts for the whole turn. And since
there weren't any rulings at the time, the judge ok'ed it all...Fortunately the
text has been appended with the "for the current action."
In any case, with Mike Ooi's interpretation, the first part (minion w/ retainer
gets +1 intercept) seems sort of redundant since you could just burn the
wraith, get a permanent +1 intercept, and not worry about having a retainer
(who could die in combat or get stolen)...

"All modifications to a minion's ... intercept return to normal after
the action is resolved." [6.2.2.2]
For added intercept to linger beyond a single action, a card-in-play or
explicit card text is needed. See Sport Bike and Psychic Projection.

You cannot burn the Masquer to gain intercept except during
an action when you are attempting to block.
This is covered in 6.2.2 of the rulebook, quoted here:
"Likewise, intercept can be added during an action only when
needed (that is, only by a blocking minion when the acting
minion's stealth exceeds his intercept). "
Neither Mike Ooi nor Patrick O'Shea cannot burn a Masquer at any other time.

On a slightly more serious note, a lot of people - possibly too many.
For instance, one thing I recall from the European players we had in
attendance was some confusion regarding the allies, where they thought
the rules stated some concept of "summoning sickness" regarding Compel
the Spirit. (I remember this as I had to rule on it in several separate
games, rather than because it was European players raising the question
per se.)
