Web of Knives and sect

The Web of Knives creates quite specifically a 3 cap Assamite with cel, obf, pot and qui. But it doesn't clarify its sect, is it independant? or does it depend on the sect of the acting minion that brought it into play? (eg: Joe "Boot" Hill) also on another note, i've heard a couple of contradictions on Garrote and Baal's Bloody Talons: Can you use the talons to make the garrote agg, (required to burn it at the end of the round) and if succesfully inflicted, burn the garrote in strike res. (before the talons take effect) to burn the vamp? -Bem
