Question on Allies that "play X as a vampire with a capacity of Y"

I have a sinple question: Allies that can "play X as a vampire with a capacity of Y" and have a printed life amount LESS that "Y", why do they have the ability to play as a "vampire of capacity Y"? Shouldn't the capacity be the Life maximum?

Correct. Also, the potency at which the ally can use a given Discipline has nothing to do with the ally's stamina.
