Hmm. this is probably a stupid question, but i will go with it anyway.
If there is only one pool on Powerbase: Washington (From the church of
the order of st blaise, for example), are you allowed to move it off
to your pool? Or must you wait until there is at least 2 pool on the
card, and move 2 to your pool?
